Replacing every pipe in an old building at once is rarely needed and rarely affordable. We find the run that causes the most trouble, usually the riser or the line to one bathroom, and replace that.
New pipe is plastic, fused at the joints. It does not rust, and scale does not grip it the way it grips steel. Where the old route runs through a shaft or along a wall, the new pipe follows it without breaking finished rooms.
The rest can follow in stages, one flat or one floor at a time, as tenants change or the budget allows. Each stage is quoted on its own.

Steel pipe rusts on the inside, and the rust collects in water that stands overnight. The first few seconds flush it out. It means the pipe is thinning, and it will leak in time.

Often, yes. New pipe can run through the service shaft, above the ceiling or neatly along a wall inside a boxed cover, with only short connections made through the tiles.
Cleaning removed the blockage but not the reason for it. In old buildings that reason is usually a pipe that has sagged, cracked or roughened inside. That stretch has to be replaced for the problem to stop.
